<div>Volunteer fire departments across New York state have been faced with decreased membership and increased call volume. Like most volunteer fire departments, the Oaks Corners Fire Department needs to bolster its ranks so it can continue to provide the optimum level of protection for its residents.&nbsp;</div>

<div>As part of RecruitNY Weekend, the Oaks Corners Fire Department will open its doors on Saturday, April 13 from 10am until 3pm. The department is located at 607 Cross Road in the town of Phelps. It will join hundreds of volunteer fire departments across New York to raise public awareness regarding the need for volunteers and to highlight the rewards of being a member of a volunteer fire department.&nbsp;</div>

<div>Throughout the day, the Oaks Corners Fire Department will conduct tours of the station and apparatus, allow visitors to try on gear, demonstrate firefighting activities, provide information, and address questions on becoming a member. These activities give visitors a taste of what it means to be in the fire service. Volunteer firefighters will also be on hand to discuss the requirements and rewards of joining. All are welcome and encouraged to attend, including families with children.</div>

Three out of four women diagnosed with breast cancer have no family history of the disease and are not considered high risk. &nbsp;Mammography has helped reduce breast cancer mortality in the U.S. by nearly 40% since 1990. &nbsp;1 in 6 breast cancers occur in women aged 40-49. &nbsp;Even for women over 50, skipping&nbsp; a mammogram every other year would miss up to 30% of cancers.

<li class="MsoNormal" style="color: #1b1b1b; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: center; mso-list: l0 level1 lfo1; tab-stops: list .5in; box-sizing: inherit; margin-bottom: 0.5rem;">Ceremonial or celebratory bonfires are allowed. Disposal of flags or religious items in a small-sized fire is allowed, if it is not otherwise prohibited by law or regulation.</li>

<li class="MsoNormal" style="color: #1b1b1b; mso-margin-top-alt: auto; text-align: center; mso-list: l0 level1 lfo1; tab-stops: list .5in; box-sizing: inherit;">Fires cannot be left unattended and must be fully extinguished.</li>
</ul>
In towns with a total population less than 20,000, you may burn tree limbs with attached leaves. The limbs must be less than 6 inches in diameter and 8 feet in length (also referred to as brush).&nbsp;However, this is not allowed from March 16 through May 14 due to the increased risk of wildfires. Burning loose leaves or leaf piles is illegal.
The practice of burning large piles of brush collected from local residents at town or county transfer sites is prohibited. The individual landowners in small towns may burn their brush on-site, as discussed above. Downed limbs and branches generated at a transfer site are also allowed to be burned on-site with the same restrictions. See&nbsp;<a href="https://govt.westlaw.com/nycrr/Document/I4e8f29f9cd1711dda432a117e6e0f345?viewType=FullText&amp;originationContext=documenttoc&amp;transitionType=CategoryPageItem&amp;contextData=(sc.Default)">Section 215.3</a>&nbsp;for a full list of exceptions.
Please note:&nbsp;While most firewood must be untreated, some firewood is heat treated (kiln dried) to control invasive insect species if it is to be transported over 50 miles. Heat treated firewood is not intended to be prohibited. However, the burning of chemically treated wood, such as pressure-treated lumber and plywood, is prohibited.

The Town of Phelps was pleased to volunteer our services for the driveway extension project at the Phelps Historical Society in 2023.&nbsp;&nbsp;
This new extension allows for additional parking and the option to use the pass-through to access North Wayne Street.&nbsp; The extension makes for safer coming and goings to and from the Howe House Museum.

<h3 class="MsoPlainText">The Phelps Community Historical Society has made known to the Town that the Daughters of the American Revolution (DAR) will hold their monthly meeting at the Phelps Community Center on Saturday, February 10, 2024 at 10:00 AM.</h3>
<h3 class="MsoPlainText">Joyce Richardson of the DAR will be sharing about her great-uncle, Sgt. Howard Gotts, born in Flint, Ontario County, who was killed during a raid in Romania in WWII, and how through DNA testing, his remains were brought hom in 2019 to be buried with his family.&nbsp; </h3>
<h3 class="MsoPlainText">This meeting is open to the public and the Town encourages all local history buffs to attend if so inclined.</h3>

NYSEG Announces Estimated Restoration Times for Eastern Divisions Impacted by Windstorm

Company expects to restore power to majority of customers in Ithaca by 11 tonight
Majority of Customers in Auburn and Geneva divisions expected to be restored by 6 p.m. Friday
&nbsp;
Company bringing in additional resources from other states to help in restoration efforts
&nbsp;
AUBURN, GENEVA, ITHACA N.Y. &mdash; January 11, 2024, 11 a.m.&mdash; New York State Electric &amp; Gas (NYSEG) announced that crews continue to make significant progress following Tuesday&rsquo;s windstorm that impacted its Eastern divisions. Currently, 3,700 customers are without power in the Auburn division. 2,700 customers are without power in the Geneva division, and 1,100 customers are without power in the Ithaca division. The Company&rsquo;s Auburn division includes Onondaga and Cayuga counties. The Geneva division includes Ontario, Seneca, Wayne and Yates counties. The Ithaca division includes Cayuga, Chemung, Cortland, Schuyler, Seneca, Tioga and Tompkins counties.
&nbsp;
NYSEG expects to have a majority of customers in the Ithaca division restored by 11 p.m. Thursday. The Company expects to have a majority of customers in the Auburn and Geneva divisions restored by 6 p.m. Friday.
&nbsp;
There are at least 70 broken poles across the region that crews are working to repair. There are 1,488 line workers and 138 tree crew personnel working to get power back on. Additionally, 129 line workers and tree crew members are on the way to the area to help in restoration efforts. Many of these supporting crews are traveling from Kentucky, Arkansas, West Virginia and Tennessee.
&nbsp;
Dry ice and bottled water is being distributed in Schuyler and Yates counties to customers in need. Below are the locations and times for distribution:
&bull; Tyrone Fire Station, 3600 NY-226 Tyrone, NY &ndash; 10:30 a.m. &ndash; 4 p.m.
&bull; Burdett Fire Station, 4124 Lake Ave., Burdett, NY &ndash; 11:30 a.m. &ndash; 4 p.m.
&bull; Penn Yan Little League Park, 360 Elm St., Penn Yan, NY &ndash; 2:30 p.m. &ndash; 5:30 p.m.
&nbsp;
Warming shelters remain open in Ontario and Yates Counties for customers who are without power. Locations and times are below: 
&bull; Dundee Central School, 55 Water St., Dundee, NY &ndash; Opening at 11 a.m.
&bull; Phelps Library, 8 Banta St., Phelps, NY &ndash; Open until 8 p.m. Thursday.

NYSEG will provide updates throughout the event to the general public on the company's social media channels (Facebook and X). The company also offers customers the following reminders to stay safe if power outages do occur. After Restoration NYSEG encourages any customer without power after restoration is complete to contact the company at 800.572.1131 to report the issue and allow crews to investigate. Once every customer is restored, the company will continue to fix remaining damage that occurred but did not affect customers or the reliability of service. That will then be followed by a full system sweep of all affected circuits to look for damage or issues that may have been missed but that could cause service disruptions in the future, such as tree limbs on power lines or leaning trees.

&bull; Sign up for Outage Alerts to receive updates automatically by phone, text, or email as the company updates the status of the restoration process in their area. Customers can sign up for outage alerts by visiting here for NYSEG.
&bull; Customer can use the NYSEG mobile app to report and check the status of outages. To download the application, customers should search &ldquo;AVANGRID&rdquo; in the Apple or Android app stores and select &ldquo;NYSEG.&rdquo; The application is free to download. Stay away from downed wires: &bull; Stay at least 30 feet from a downed power line.
&bull; If a downed wire comes in contact with your vehicle, stay inside and wait for help. If you must get out because of fire or other danger, jump clear of the vehicle to avoid any contact with the vehicle and the ground at the same time. Land with your feet together and hop with feet together or shuffle away; don&rsquo;t run or stride.
&bull; NYSEG customers should call 1.800.572.1131 to report downed power lines or other hazardous situations.
&nbsp;
During a power interruption:
&bull; Contact neighbors to see if their power is off. A loss of power may be the result of a blown fuse or a tripped circuit breaker.
&bull; To report a power interruption, contact NYSEG at 1.800.572.1131.
&bull; Keep refrigerators and freezers closed as much as possible. Most food will last 24 hours if you minimize the opening of refrigerator and freezer doors. Power restoration priorities: The Company&rsquo;s first priorities are to respond to reports of downed power lines to keep the public safe. NYSEG customers are asked to call 1.800.572.1131 to report downed wires.

Once vital public safety work is complete, the company will:

The Big M Game Club, located at 1549 County Road 43, Clifton Springs, NY will host the following events in Winter 2024:
Saturday Night Euchre&nbsp; - every 2nd &amp; 4th Saturday in January, February and March at 7:00 PM.&nbsp; There will be a $20 entry fee collected and the event will include six 20 minute games.
Sunday Breakfast - 8:30 am til 11:30 am every Sunday beginning Sunday, February 18th through March 24th and also&nbsp;Saturday, March 30th.&nbsp;

<h4 class="ql-align-center">FLCC will host a Veterans Day Ceremony on Friday, Nov. 10 from 1 to 2 p.m. in the main campus auditorium. The event is free and open to the public.</h4>
<h4 class="ql-align-center">Terrance Dominguez-Hover, president of the Student Veterans Organization, will be master of ceremonies. He was an Army specialist in the Fourth Infantry Division, Field Artillery and deployed to Kandahar, Afghanistan in 2016. The keynote speaker is Chief Petty Officer&nbsp;Leif HerrGesell, who joined the Navy Reserve in 2001 and began working as a Navy journalist.&nbsp;He deployed to Kandahar, Afghanistan in 2010 to serve as public affairs officer for a battalion of Navy civil engineers. A 1983 FLCC alumnus, he is currently the Canandaigua town historian.</h4>

Landowners may propose adding land to the Ontario County Consolidated Agricultural District No. 1 by filing such request on the enrollment form available from the Clerk of the Board of Supervisors or on-line at <a href="https://www.ontariocountyny.gov/1608/Annual-Ontario-County-Agricultural-Distr">https://www.ontariocountyny.gov/1608/Annual-Ontario-County-Agricultural-Distr</a> during the open enrollment period between November 1 and November 30, 2022,
Inclusion in a county administered, state certified agricultural district provides limitations on eminent domain, imposition of certain types of taxes or fees in certain improvement districts or benefit areas, and nuisance lawsuits for exercise of sound agricultural practices.&nbsp; These limits are all intended to protect the viability of agricultural land.

CANANDAIGUA &mdash; Ontario County voters are being warned about a scam in which a person shows up at their door impersonating a Board of Elections staff member and asks questions about their voter registration &mdash; and may accuse them of committing crimes because their names allegedly appear in the statewide voter database more than once. In a statement released Tuesday by Elections Commissioners Albert Magnan and Mike Northrup, the Ontario County sheriff&rsquo;s office is aware of the potential for this activity. The commissioners said county voters should be aware that Board of Elections staffers do not engage in door-to-door investigations on voter registration. &nbsp;&ldquo;Any representation by a person or persons at your door claiming to be Board of Elections staff is false,&rdquo; the commissioners said. Magnan and Northrup said as the 2023 election campaign season approaches, voters may encounter people affiliated with political organizations, voting, or other issue specific groups seeking to provide them information or advocate on behalf of candidates or causes. They urged voters who encounter persons at their home who say they are members of the county Board of Elections staff to call 585-396-4005 or email <a href="mailto:boe@ontariocountyny.gov" target="_blank" rel="noopener">boe@ontariocountyny.gov</a>.

Project Purpose
The project will determine the feasibility and any benefit to eliminating the existing grade-separated intersection of NYS Route 96 and NYS Route 14 (Rt. 96 and Rt. 14) in the Town of Phelps. The condition of the deck/ superstructure of the bridge have deteriorated to the point where attention is needed. This analysis will compare the life-cycle cost of fixing the existing infrastructure as it's currently constructed&nbsp;versus the life-cycle cost of an at-grade intersection.
This is the first round of public engagement. The goal is&nbsp;to introduce the project to the community and obtain input on the issues of existing conditions and needs, inventory findings, opportunities for both the travel needs and the future&nbsp;land use, and to seek local knowledge.&nbsp;

The Town of Phelps herein known as &ldquo;Owner,&rdquo; will receive sealed bids for &ldquo;Window and Door Improvements,&rdquo; 79 Main Street, Phelps, New York.
Bidding Documents may be obtained by email by Barbara Middlebrook, Town of Phelps, 79&nbsp;Main Street, Phelps, NY 14532, 315-548-5691, <a href="mailto:tbookie@phelpsny.com%22%20%5Ct%20%22_blank">tbookie@phelpsny.com</a> from July 10th to July 24th between 9:00 am and 3:00 pm.&nbsp;
Bids will be received at Town of Phelps, 79 Main Street, Phelps, New York, until 3:00 pm local&nbsp;Time on July 24th, 2023.&nbsp; Bids will be publicly opened.&nbsp; Bids received after this time will not be accepted.
Bids must be submitted on the prescribed forms.&nbsp; Each bidder must submit a complete Form of Proposal.
Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the opening of bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders prior to awarding the Contract.
The Owner reserves the right to reject any or all bids or to waive any informalities in the Bidding.
There will be a prebid conference at the site on July 10th at 10:00 am.&nbsp; All Bidders are required tovisit the site and familiarize themselves with the project requirements.

The Town of Phelps is excited to announce that the historic clock tower refurbishment is complete, and our beloved tower will be installed back in its position on the roof of the Phelps Town Hall on Friday, July 7, 2023!
Please be especially advised that the municipal parking behind the Town Hall off Church Street will be closed that day to enable the crane to hoist and set the tower onto the roof.

The Town of Phelps is excited to announce that we have been chosen as one of the many recipients of the Genesee Valley Rural Revitalization (GVRR) Grant Round 2 Awardees!&nbsp; The grant money will go towards improvements to our beautiful and historic Town Hall building that is located in the very heart of Phelps! This also includes the restoration of the clock tower which so many of you have asked whether it will be reinstalled.&nbsp;Yes, it will! Our portion of the award announcement reads as follows: Town of Phelps (Ontario County): The Town of Phelps will receive $50,000 for roof repairs and upgrades to the Phelps Town Hall, which was constructed ca. 1849 and is listed on the State/National Registers of Historic Places. A portion of the grant will be used to reinstall the clock/bell tower, which has been undergoing restoration and rehabilitation.
