Keeping your roads safe for travel, year round, is our number one priority!
The Town of Phelps highway crew consists of 8 full-time employees and 1 part-time summer employee. They maintain 97 miles of paved roads, and 3 miles of dirt roads. In addition, they are responsible for plowing and roadside mowing for 22 miles of county roads. This is the largest town in Ontario County.
Our Winter Responsibilities:
- Plow and salt roads - We have 6 trucks in operation, which takes between 2 to 3 hours to complete the route.
- Maintain and repair equipment
- Patch potholes
- Remove trees/branches that pose a threat to the public
- Clearing snow around fire hydrants
- Plow the Town Hall/Court parking lots, and Orleans water tower
Please Note the Following
Safety Issues:
- Do not follow the plow trucks too closely, or attempt to pass them. Do your best to be seen by the plow truck operator.
- Please do not park on the street when there is snow to be plowed. No parking ordinance in effect November 1st to April 15th.
- Do not shovel or plow snow into the road. It is illegal per New York State Vehicle and Traffic Law. Section 1219 (a) states: No person shall throw or deposit upon any highway any glass bottle, glass, nails, tacks, wire, cans, snow or any other substance likely to injure any person, animal, or vehicle upon such highway.
- Make sure mailboxes are installed properly. The majority of mailboxes struck by plow trucks are not properly installed. The post office has literature on mailbox installation. We try hard not to hit mailboxes. Keep in mind the wingspan on a plow measures approximately 16 feet. The travel lane of a town road is approximately 11 feet wide.
- Allow yourself extra time for travel. Be aware of black ice and drift areas. If the road looks wet, it may be ice. Do not follow cars too closely.
- Work Zones: Please slow down when approaching a work zone. Workers cannot always anticipate someone flying through the zone at 60 MPH. SLOW DOWN!!

Terry Featherly is a life-long resident of Phelps. He and his wife, Diana, have two children: Brittany and Chad. Terry and Diana are both active members of the Phelps Lions Club.
Terry has been the Highway Superintendent since 2002. He previously worked 12 years as a Superintendent with Phelps Guide Rail, Inc., installing guide rail and signs; 2 years as a laborer with Elderlee, Inc., doing signs, guardrail and bridge installation; and 4 years as a laborer with Villager Construction on the paving crew. |
