Village Board
Village Board meetings are held on the second Monday of each month in the Village Meeting Room at the Phelps Community Center at 5:00 PM. These meetings are open to the public. Please attend and learn how you can contribute to the growth of Phelps.
Village Board Members
Mayor Brian Hemminger is a life-long resident of the Village of Phelps. He was elected as a Village Trustee in 2000 and appointed as Deputy Mayor from 2005 till 2016 when he was elected as Village Mayor. He served on most Village committees over his 16 year run as Trustee. He coordinated the Downtown Street Lighting Project, the DPW Building Project and proud to be involved in the Phelps Community Center purchase and development into a focal point of our community. A 1984 graduate of Midlakes, Brian has worked in the Engineering / Surveying field for over 30 years. He has been employed by Clark Surveyors since March of 2002. Brian is an active member of the United Church of Phelps, sitting on many committees and teaching Sunday School. He enjoys camping, fishing and spending quality time with his wife, Sheila, their two children, Samantha and Zachary and new grandbaby.

Trustees
Howard Hughson has been a trustee since 1995, and serves as the Village’s Deputy Mayor. Howard is a Retired NYS Police Communications Specialist of 36 Years and served in the U.S. Air Force from 1966-1970. Howard is a Phelps Central School alumni, and has been a member of the Phelps Fire Dept. since 1970. Howard and his wife Sylvia enjoy visiting their daughter in NYC and collecting antiques.

Joe DeBrock has lived in the village of Phelps for 38 years with his wife Carol. They have raised three children, Christina, Joseph, Jr and Margaret. Joe works at Phelps Cement Products as a dispatcher. He enjoys golfing, working on small engines or anything he can do outdoors. He has been a trustee since 1998.

Bette (B.J.) Hicks was elected as a Trustee in 2016. She retired from the Phelps-Clifton Springs School District as District Clerk in October 2016. B.J. graduated from Midlakes in 1972 and went on to earn a degree in Recreation Leadership from Monroe Community College. B.J. is an active member of the Phelps American Legion Auxiliary. She is married to Jack and has adult twins. B.J. enjoys spending time with her four grandchildren, cross country skiing, gardening, and playing golf.

Michael Cheney has been a resident of the Village of Phelps for his entire life. He and his wife, Stephanie, bought a house in the village in 2013 and have one daughter, Joy and two sons, Jesse and Jamie. Michael graduated from Midlakes in 2007 and obtained his Bachelors of Science degree in Mechanical Engineering in 2012. Michael volunteers with the Midlakes High School Theatre Experience Program and Phelps – Clifton Springs Community Theatre; building sets and teaching students to run the light and sound boards. In his spare time, he enjoys spending time with his family, woodworking, restoring and renovating his house, and playing guitar. He is also a member of the Phelps Fire Department and a volunteer EMT for Phelps Ambulance. Michael has been a trustee since 2016.
