MayorJim Cheney |
Jim Cheney is an active member of our community. He has served as Mayor since 2000 and also co-owns Phelps Mercantile, Inc.
In addition, he runs a public accounting practice, serves on the Board of Directors for Ontario National Bank and is the co-founder
of the Community Action Plan for Phelps (CAPP). He is an active member of the St. Felix / St. Francis Parish Cluster, a regular
volunteer at the Phelps Community Center, and a former Phelps Library Trustee/Treasurer. Jim graduated from Midlakes and went on
to earn a Bachelors degree in accounting from RIT. He began his career in public accounting and served as a Controller in private
industry for 11 years prior to starting his own firm. He has been a NYS Licensed CPA for 20 years. Jim and his wife, Dawn, have
four children: Michael, Bethany, Alyssa and Paige. |
Village ClerkDavid Nieskes |

Dave Nieskes has served the Phelps Community as Village Clerk since 1998. He began working for the Village in 1995, serving as Deputy Village Clerk from 1996 to 1998. Prior to joining the Village, Dave worked in the bank industry for 25 years. He is a graduate of Phelps High School. Dave is a member of the Newark Elks Club and has been an active member of the Phelps Fire Department since 1984. He is married to Linda, Phelps Town Clerk, and has 4 children and 5 grandchildren. In his spare time, Dave enjoys camping. |

Brian Hemminger Trustee |
Brian Hemminger is a life-long resident of Phelps. He was elected as a Village Trustee in March of 2000 and re-elected in 2004. Brian
was appointed as Deputy Mayor in May of 2005. Currently serving as Fire Commissioner, Brian has also headed up the Youth, Park &
Recreation and Water, Sewer & Street committees. He coordinated the Downtown Street Lighting Project and the new DPW Building
Project. A 1984 graduate of Midlakes, Brian has worked in the Engineering / Surveying field for over 20 years. He has been
employed by Clark Surveyors since March of 2002. Brian is an active member of the United Church of Phelps, a weekly volunteer
at the Phelps Community Center, and a member at large for the Midlakes Girls ASA Softball. Brian enjoys camping, fishing and
spending quality time with his wife, Sheila, and their two children, Samantha and Zachary. |
