CANANDAIGUA &mdash; Ontario County voters are being warned about a scam in which a person shows up at their door impersonating a Board of Elections staff member and asks questions about their voter registration &mdash; and may accuse them of committing crimes because their names allegedly appear in the statewide voter database more than once. In a statement released Tuesday by Elections Commissioners Albert Magnan and Mike Northrup, the Ontario County sheriff&rsquo;s office is aware of the potential for this activity. The commissioners said county voters should be aware that Board of Elections staffers do not engage in door-to-door investigations on voter registration. &nbsp;&ldquo;Any representation by a person or persons at your door claiming to be Board of Elections staff is false,&rdquo; the commissioners said. Magnan and Northrup said as the 2023 election campaign season approaches, voters may encounter people affiliated with political organizations, voting, or other issue specific groups seeking to provide them information or advocate on behalf of candidates or causes. They urged voters who encounter persons at their home who say they are members of the county Board of Elections staff to call 585-396-4005 or email <a href="mailto:boe@ontariocountyny.gov" target="_blank" rel="noopener">boe@ontariocountyny.gov</a>.

**SPECIAL ATTENTION: The bridge spanning the NYS Thruway on Marbletown Road is being prepped for paving and is currently reduced to one lane traffic. The weather and availability of the paving company will be a factor for the completion of this project and possible bridge closures may occur. Phelps Town Supervisor Norm Teed is in communication with the NYS Thruway Authority and will provide updates as they become available.

Project Purpose
The project will determine the feasibility and any benefit to eliminating the existing grade-separated intersection of NYS Route 96 and NYS Route 14 (Rt. 96 and Rt. 14) in the Town of Phelps. The condition of the deck/ superstructure of the bridge have deteriorated to the point where attention is needed. This analysis will compare the life-cycle cost of fixing the existing infrastructure as it's currently constructed&nbsp;versus the life-cycle cost of an at-grade intersection.
This is the first round of public engagement. The goal is&nbsp;to introduce the project to the community and obtain input on the issues of existing conditions and needs, inventory findings, opportunities for both the travel needs and the future&nbsp;land use, and to seek local knowledge.&nbsp;

The Town of Phelps is excited to announce that the historic clock tower refurbishment is complete, and our beloved tower will be installed back in its position on the roof of the Phelps Town Hall on Friday, July 7, 2023!
Please be especially advised that the municipal parking behind the Town Hall off Church Street will be closed that day to enable the crane to hoist and set the tower onto the roof.

The Town of Phelps is excited to announce that we have been chosen as one of the many recipients of the Genesee Valley Rural Revitalization (GVRR) Grant Round 2 Awardees!&nbsp; The grant money will go towards improvements to our beautiful and historic Town Hall building that is located in the very heart of Phelps! This also includes the restoration of the clock tower which so many of you have asked whether it will be reinstalled.&nbsp;Yes, it will! Our portion of the award announcement reads as follows: Town of Phelps (Ontario County): The Town of Phelps will receive $50,000 for roof repairs and upgrades to the Phelps Town Hall, which was constructed ca. 1849 and is listed on the State/National Registers of Historic Places. A portion of the grant will be used to reinstall the clock/bell tower, which has been undergoing restoration and rehabilitation. Norm is a graduate of Waterloo High School.&nbsp; He and his wife have lived in Phelps since 1972.&nbsp; He is the father of two, grandfather of seven and great-grandfather of five.&nbsp; Norm started working for the town highway department in February 1973 as a motor equipment operator, then as Phelps Highway Superintendent from 1982 to 2002.&nbsp; He was elected Town Supervisor January 2006 to present.&nbsp; 
Norm has been actively involved in the family business, Teed&rsquo;s Tree Service and serves at his church, Newark Assembly of God as a Royal Ranger Leader and church trustee.&nbsp;

Ron Allen is a graduate of Midlakes High School and a life-long resident of the Phelps/Clifton Springs area.&nbsp; He and his wife have raised two children, Chris and Lisa, and enjoy spending time with their three grandchildren, Kara, Adam and Adeline.
Ron retired after 30 years at Eastman Kodak as a tradesperson welder/pipefitter, working on various projects, some in the position of foreman where he supervised upwards of 40 people. Ron has also worked as chairperson and co-chairperson on the United Way &ldquo;Day of Caring&rdquo; organizing all of the projects for his fellow Kodak employees. Ron was nominated for and won the first ever William Fowble award for outstanding volunteer work for United Way for Kodak.&nbsp; Ron was also employed by Local 13 Plumbers and Pipefitters of Rochester, NY, working for local contractors in the area and also on different nuclear power plants and refineries across the northeast.
Ron has previously served on the Phelps Town Board for 4 years and has been a 32 year member of the Town of Phelps Planning Board with 10 years as chairperson.&nbsp; He also sat on the Clifton Springs YMCA board for 10 years, 1 year as president.&nbsp; His volunteer efforts include 12 years on the Sonneberg Gardens Board of Directors, 1 year as president and served alongside his wife in running the Haunted Garden Halloween Spectacular for 12 years.

John has resided in Phelps for over thirty years since marrying his wife, Kathy, who is a lifelong Phelps resident. John and Kathy have two children, Meggin and Madison, and two grandchildren, Nathan and Nora.
John began his career at Xerox, where he worked in facilities operations and project management, as well as serving as Senior Supplier Manager for the company&rsquo;s Construction and Energy purchases. He holds a Master of Science degree in Management from Keuka College and is a Certified Purchasing Manager.
John was on the Board of Directors for Rochester District Heating Cooperative (RDH) for several years. In 2011 John left Xerox and joined RDH as the General Manager, with overall responsibility for the management, supervision, and operations of RDH.

Bill and his family are life-long residents of the Phelps-Clifton Springs area. After graduating from Midlakes High School in 1989 he continued onto to Finger Lakes Community College and then SUNY Brockport where he earned a bachelor&rsquo;s degree in Criminal Justice. In 1994 he began a law enforcement career with the Village of Clifton Spring Police Department before transferring to the Ontario County Sheriff&rsquo;s Office in 1996. Since that time he has had various assignments within the Sheriff&rsquo;s Office including School Resource Officer at Midlakes before being promoted to his current rank of Criminal Investigator. Bill lives in Clifton Springs with his wife Allison and three children.

ALL EXEMPTION DEADLINES ARE MARCH 1ST
The School Tax Relief (STAR) program offers property tax relief to eligible New York State homeowners. If you are eligible and enrolled in the STAR program, you&rsquo;ll receive your benefit each year in one of two ways:
<ol>
<li>STAR credit check. If you are registered for the STAR credit, the Tax Department will send you a STAR check in the mail each year. You can use the check to pay your school taxes. You can receive the STAR credit if you own your home and it&rsquo;s your primary residence&nbsp;and&nbsp;the combined income of the owners and the owners&rsquo; spouses is $500,000 or less.</li>
<li>STAR exemption: a reduction on your school tax bill.&nbsp;If you&rsquo;ve been receiving the STAR exemption since 2015, you can continue to receive it for the same primary residence. As long as you remain eligible, you&rsquo;ll see a reduction on your school tax bill for the amount of your STAR exemption.&nbsp;Note:&nbsp;The STAR exemption is no longer available to new homeowners.</li>
</ol>
<ul>
<li>STAR Exemption:&nbsp;New York State School Tax Relief provides an exemption for school taxes for owner-occupied primary residences.&nbsp;&nbsp;Senior Citizens (age 65 or older) with combined 2020 income that does not exceed $98,700 may be eligible for a larger &ldquo;Enhanced&rdquo; exemption.&nbsp;&nbsp;To apply for Enhanced STAR exemption, fill out the application (<a href="http://www.tax.ny.gov/pdf/current_forms/orpts/rp425e_fill_in.pdf" target="_blank" rel="noopener noreferrer">RP-425-e Enhanced Star</a>) and return to the Assessor&rsquo;s office by March 1st.</li>
<li><a href="http://www.tax.ny.gov/pdf/current_forms/orpts/rp467_fill_in.pdf" target="_blank" rel="noopener noreferrer">A Senior Exemption&nbsp;(form RP-467)</a> is available for residents age 65 or older, owner-occupied primary residences with a combined annual household income (including social security) not to exceed $21,200 for the Village of Phelps and $29,699 for the Village of Clifton Springs.</li>
<li class="li1"><a href="http://www.tax.ny.gov/pdf/current_forms/orpts/rp458a_fill_in.pdf" target="_blank" rel="noopener noreferrer">Alternative Veterans Exemption&nbsp;(form RP-458A)</a>&nbsp;and&nbsp;<a href="http://www.tax.ny.gov/pdf/current_forms/orpts/rp458b_fill_in.pdf" target="_blank" rel="noopener noreferrer">(form 458B Cold War)</a>&nbsp;eligibility requires a copy of the veteran&rsquo;s DD214 or other written evidence to prove dates of service, type of discharge and release, combat zone,&nbsp; medals and service-related disability.</li>
<li class="li1">Agricultural Exemptions&nbsp;&nbsp;<a href="http://www.tax.ny.gov/pdf/current_forms/orpts/rp305_fill_in.pdf" target="_blank" rel="noopener noreferrer">Agricultural Assessment Application (form RP-305)</a>&nbsp;and&nbsp;<a href="http://www.tax.ny.gov/pdf/current_forms/orpts/rp483_fill_in.pdf" target="_blank" rel="noopener noreferrer">Agricultural and Horticultural Bldgs. &amp; Structures (form RP-483)</a>&nbsp;eligibility requires&nbsp;ownership of land consisting of at least 7 acres which has been used to produce crops, livestock, or livestock products for sale in the preceding two years, and has an average gross sales value of at least $10,000 for the two years preceding an application for an exemption.

Requirements to Become an Assessor:
The assessor is an elected or appointed local government official. Their job is to estimate the value of each real property parcel within a county, city, town, or village. New York State Real Property Tax Law governs what an assessor does and how they must do it. State law also requires that assessors become certified and take specific training classes to learn how to do the job of the assessor properly. A person who isn&rsquo;t certified can be appointed or elected as an assessor, but they must complete the training within three years of taking office. 
The Job of the Assessor:
The assessor collects and maintains the physical inventory of properties in a municipality. Updating all property record cards by taking pictures and sketching properties. This inventory is needed to estimate the market value of all the properties. Assessors are trained to use three different approaches to estimating value to insure fair and equitable property values. These same three approaches are used worldwide by all property valuation professionals. 
Assessors also: 
&bull; Maintain the ownership records of all property. They record the deed information when a property is sold or changes ownership. 
&bull; In order to make sure the value estimates are correct, each year your assessor analyzes all of the properties in the municipality to determine which assessments need to be changed. 
&bull; Approve or deny real property tax exemptions. Sometimes that means the assessor must review a taxpayer&rsquo;s personal information (for example: income, social security disability, and veterans&rsquo; service information). New York has about 200 different property tax exemptions. 
&bull; Work with planning officials, zoning officials, town engineers, attorneys, governmental tax departments, realtors, appraisers, elected officials at all levels, school officials, and the general public on projects that influence property values in their specific municipalities. 
&bull; Attend all meetings of the Board of Assessment Review (Grievance Day). 
&bull; Determine and add special district unit charges (for example: sewer, trash,
brush removal, lighting, drainage, hydrant, libraries, water service, etc.). 
&bull; Meet with property owners to discuss their assessments. 
How is all of this information used? 
As noted above, the assessor keeps a current record of the physical description (or inventory) and value estimate of every parcel. This is called the property assessment roll. It is available to the public. That roll is given to the town or village board, city council, or county legislature members. They use it to help develop an annual budget. That&rsquo;s why the goal of the assessor is to make sure the market value of each property is fair, so that each taxpayer pays their fair share of the tax burden. 
The Bottom Line: 
Does the Assessor Raise or Lower Your Taxes? No! While you may often see the job title of &ldquo;Tax Assessor,&rdquo; there is no such position defined by New York State law. Your elected officials who create and vote on budgets are responsible for tax rates and levies.

The Town of Phelps highway crew consists of 8 full-time employees and 1 part-time summer employee.
They maintain 97 miles of paved roads, and 1-1/2 miles of dirt roads. In addition, they are responsible for plowing and roadside mowing for 22 miles of county roads.
This is the largest town in Ontario County.
The Town of Phelps highway crew also helps other towns and villages with their large projects, such as chip sealing, paving, etc.

Please Note the Following Safety Issues:
<ul class="ul1">
<li class="li5">Do not follow the plow trucks too closely, or attempt to pass them. Do your best to be seen by the plow truck operator.</li>
<li class="li5">Please do not park on the street when there is snow to be plowed. No parking ordinance in effect November 1st to April 15th.</li>
<li class="li5">Do not shovel or plow snow into the road. It is illegal per New York State Vehicle and Traffic Law. Section 1219 (a) states: No person shall throw or deposit upon any highway any glass bottle, glass, nails, tacks, wire, cans, snow or any other substance likely to injure any person, animal, or vehicle upon such highway.</li>
<li class="li5">Make sure mailboxes are installed properly. The majority of mailboxes struck by plow trucks are not properly installed. The post office has literature on mailbox installation. We try hard not to hit mailboxes. Keep in mind the wingspan on a plow measures approximately 16 feet. The travel lane of a town road is approximately 11 feet wide.</li>
<li class="li5">Allow yourself extra time for travel. Be aware of black ice and drift areas. If the road looks wet, it may be ice.</li>
<li class="li5">Do not follow cars too closely.</li>
<li class="li5">Work Zones: Please slow down when approaching a work zone. Workers cannot always anticipate someone flying through the zone at 60 MPH. SLOW DOWN!!</li>

<h2 class="wp-block-heading">Credit Cards Accepted!</h2>
The Town of Phelps accepts credit cards for water bill payments.&nbsp; We charge a fee of $1.75 for amounts up to $64.00 and 2.75% for amounts above $64.00.&nbsp; This fee is required to to be paid by the customer.&nbsp; The Town cannot use tax payers money to pay the bank fees; so that charge has to be paid by the individual using the card.&nbsp; This is the only way we can offer credit card payments.

The Town Planning Board meets on the&nbsp;4th Thursday&nbsp;of every month at the Phelps Town Court/Meeting Facility, 1331 Rte. 88 in Phelps. Meetings are open to the public.
For 2023, The Town of Phelps will hold the Regular Board Meetings both in person at the Phelps Town Court and Meeting Facility located at 1331 State Route 88 and virtually via Microsoft Teams.

The Town Zoning Board meets on the 3rd Thursday&nbsp;of every month at the Phelps Town Court / Meeting Facility, 1331 Rte. 88 in Phelps. Meetings are open to the public.

Town of Phelps Zoning Board

<h2 class="wp-block-heading">YOUR DOG LICENSES ARE RENEWABLE EVERY YEAR.</h2>
All dogs in the Town of Phelps, unless otherwise exempted* by New York State Agriculture and Markets Law, must be licensed with the Town Clerk of the Town of Phelps by the age of four (4) months. The licensing fees are as follows:
<ul>
<li>Spayed or neutered dog&ndash;&nbsp;$16.00 plus a surcharge of $1.00 for a total of $17.00</li>
<li>Unspayed or an unneutered dog&ndash;&nbsp;$22.00 plus a surcharge of $3.00 for a total of $25.00</li>
<li>A late fee of $10.00 will be applied to all dog licenses that are not renewed within 30 days</li>
</ul>
The owner of each dog required to be licensed shall, for new applications and renewal applications, obtain, complete and return to the Town Clerk: A dog license application; The license application fee; Any applicable license surcharges; Such additional fees as may be established by the Town Board of the Town of Phelps; Proof that the dog has been vaccinated against rabies or a statement from a licensed veterinarian that such vaccination would endanger the dog&rsquo;s life in which case vaccination shall not be required; In the case of a spayed or neutered dog, a certificate signed by a licensed veterinarian or an affidavit signed by the owner, showing that the dog has been spayed or neutered, provided such certificate or affidavit shall not be required if the same is already on file with the Town Clerk. In lieu of the spay or neuter certificate, an owner may present a statement certified by a licensed veterinarian stating that he or she has examined the dog and found that, because of old age or other reason, the life of the dog would be endangered by spaying or neutering. In such case, the license fee for the dog shall be the same as for a spayed or neutered dog.

<h3 class="wp-block-heading">Fines for Unlicensed dogs are as follows:</h3>
<ul>
<li>$25 for first violation</li>
<li>$50 for second violation within 5 years</li>
<li>$100 or imprisonment for not more than fifteen days, or both for persons found to have committed two or more such violations within the preceding five years</li>
</ul>
*Exempted dogs include guide dog; hearing dog; service dog; war dog; working search dog; detection dog; police work dog; and therapy dog.
<h2 class="wp-block-heading">Credit Cards Accepted!</h2>
The Town of Phelps accepts credit cards for dog licenses. A fee of $1.75 for amounts up to $64.00 and a fee of 2.75% for amounts over $64.00 per transaction has to be paid by the customer.&nbsp; The Town cannot use tax payers money to pay the bank fees; so that charge has to be paid by the individual using the card.&nbsp; This is the only way we can offer credit card payments.

Dog Licenses

<h2 class="wp-block-heading">APPLYING FOR A MARRIAGE LICENSE</h2>
Anyone wishing to obtain a marriage license must have the following information with them when they come into the Clerk&rsquo;s office:
<ul>
<li>Birth Certificate</li>
<li>Driver&rsquo;s License</li>
<li>Social Security Card or know your number</li>
<li>Divorce Papers for as many times as you have been married &amp; divorced.</li>
<li>Both applicants must be present to complete the license.&nbsp;</li>
<li>The cost of the license is $40.00.&nbsp; The Town accepts either a personal check or cash.</li>
