The New York State Department of Environmental Conservation (DEC) has announced the Establishing Large Forests (ELF) Grant Program, providing $4.5 million to support forest establishment on private lands. This program offers grants from $30,000 to $750,000 for private landowners with 5+ acres of unforested land to aid in site preparation, tree planting, removal of competing vegetation, and deer protection measures. ELF is part of the broader climate resilience initiative under Governor Hochul's "25 million Trees" project and aims to enhance biodiversity, air and water quality, and carbon storage. RABIES What is Rabies? Rabies is a viral disease that causes brain inflammation in humans and other mammals. It is spread through bites or scratches from infected animals. It can also be transmitted if the infected saliva comes into contact with your eyes, nose, or mouth. Once symptoms appear, the result is almost always death. Symptoms can appear 1 to 3 months after exposure. Rabies Tips: Observe all wild animals from a distance. A rabid animal may appear tame, but don't go near it. Teach children to NEVER handle animals they don't know, even if they appear friendly. Report ANY animal bite or possible Bat exposure to your local county public health department. Wild animals should never be kept as pets. Do not try to pick up an injured or tame appearing animal if it does not belong to you. If you see any wild animal acting strangely - stay away from it and contact Animal Control. If you have any questions, contact your public health office. Rabies Facts: Rabies is most commonly found in dogs, bats, raccoons, skunks and foxes. Signs: Fever, headache, partial paralysis, insomnia, anxiety, confusion, agitation, paranoia, terror, hallucinations and may have a fear of water. DOG BITES There are approximately 4.5 million reported dog bites annually in the United States, nearly 2% of the American population. The majority of dog bites are never reported to local authorities. If bitten, contact your local public health office as soon as possible.

The Oaks Corners Volunteer Fire Department is offering a "911" Address Sign Program as a public safety project for the community. They are offering highly visible, home address number signs with reflective color backing and 3" reflective white numbers on both sides of the sign. They are designed to be installed on a mailbox post for the greatest visibility from the street. The sign that you order will be either green or red, depending on what style of construction your house or building is. The different in sign color is to alert the responding firefighters of the kind of construction your house or building is comprised of; green for standard-construction building and red for lightweight construction such as site-built and factory-built engineered homes. These building materials burn faster and collapse faster than traditional wood-frame buildings, which can result in Firefighter injury or death. If you are unsure which sign is appropriate for your address, please contact the fire house and they will help you identify which type of construction you have. The cost of the sign is $25.00. If you need a mounting post for the sign, they are available at an additional cost of $5.00. For residents living in a mobile home park, there is available a 12"W x 6"H white aluminum sign with your lot number in black for $20.00. Volunteer fire departments across New York state have been faced with decreased membership and increased call volume. Like most volunteer fire departments, the Oaks Corners Fire Department needs to bolster its ranks so it can continue to provide the optimum level of protection for its residents. As part of RecruitNY Weekend, the Oaks Corners Fire Department will open its doors on Saturday, April 13 from 10am until 3pm. The department is located at 607 Cross Road in the town of Phelps. It will join hundreds of volunteer fire departments across New York to raise public awareness regarding the need for volunteers and to highlight the rewards of being a member of a volunteer fire department. Throughout the day, the Oaks Corners Fire Department will conduct tours of the station and apparatus, allow visitors to try on gear, demonstrate firefighting activities, provide information, and address questions on becoming a member. These activities give visitors a taste of what it means to be in the fire service. Volunteer firefighters will also be on hand to discuss the requirements and rewards of joining. All are welcome and encouraged to attend, including families with children. “We welcome the community to join us during RecruitNY Weekend,” said Chief Zachery Rey “This is an excellent opportunity for people to meet their local volunteer firefighters and learn more about the fire service. We are always looking for new members, and it is our hope that after meeting us, more people will be interested in becoming part of our family.” The Firefighters Association of the State of New York (FASNY) is committed to assisting New York’s 1,700-plus volunteer departments connect with their communities and have sufficient members to protect them properly. Prohibitions Open burning is prohibited in NYS, with several exceptions: Camp fires or any other outdoor fires less than 3 feet in height and 4 feet in length, width or diameter are allowed. Small cooking fires are allowed. Ceremonial or celebratory bonfires are allowed. Disposal of flags or religious items in a small-sized fire is allowed, if it is not otherwise prohibited by law or regulation. Only charcoal or dry, clean, untreated or unpainted wood can be burned. Fires cannot be left unattended and must be fully extinguished. In towns with a total population less than 20,000, you may burn tree limbs with attached leaves. The limbs must be less than 6 inches in diameter and 8 feet in length (also referred to as brush). However, this is not allowed from March 16 through May 14 due to the increased risk of wildfires. Burning loose leaves or leaf piles is illegal. The practice of burning large piles of brush collected from local residents at town or county transfer sites is prohibited. The individual landowners in small towns may burn their brush on-site, as discussed above. Downed limbs and branches generated at a transfer site are also allowed to be burned on-site with the same restrictions. See Section 215.3 for a full list of exceptions. Please note: While most firewood must be untreated, some firewood is heat treated (kiln dried) to control invasive insect species if it is to be transported over 50 miles. Heat treated firewood is not intended to be prohibited. However, the burning of chemically treated wood, such as pressure-treated lumber and plywood, is prohibited.
